BIA Building 413 Abatement and Demolition

Ahtna performed demolition and remedial action of the BIA Bethel Headquarters, formerly known as the Bethel U.S. Air Force (USAF) Aircraft Control & Warning Station. The project included hazardous materials abatement and demolition of 11 structures on 45 acres of land in the Yukon Delta National Wildlife Refuge. The facilities were constructed in 1958 as part of the USAF’s White Alice Control System and originally encompassed a larger area and housed several more buildings and structures related to radar and communication equipment. In 1963, the BIA was issued a permit to use the site as administrative office, which became known as the BIA Bethel Headquarters. The buildings were abandoned by the BIA around 1992 and the land was turned over to BLM and is currently managed by USFWS.

Ahtna performed the work in a sequential manner. Ahtna’s sequence of demolition activities required alteration throughout the project, depending on the site conditions. A summary of the general sequence of work is outlined below:

  • Pre-demolition survey of each building
  • Pre-construction activities and site mobilization
  • Verification of utility disconnects and isolations
  • Removal of remaining chemicals and hazardous materials
  • Removal of asbestos (ACM) and PCB Bulk Product Waste
  • Demolition of existing buildings and structures
  • Removal of demolished debris and material to the appropriate offsite disposal/recycling facilities
  • Equipment decontamination
  • Demobilization
