Robert Harris is Ahtna Diversified Holding’s Interim President and is responsible for providing strategic direction and leadership for the company. Robert has an extensive background in energy and technology services, including leading design/build teams in the power generation sector. In addition to serving as Interim President of ADH, Robert is also serving as the Chief Operating Officer of Ahtna Netiye’, the parent company of ADH. Robert previously served as CFO of the Municipality of Anchorage. Robert holds undergraduate degrees from MIT in Economics and Electrical Engineering, and master’s degrees in business administration and electrical engineering from the University of Washington. 

John Halbach is a seasoned construction industry leader with over 23 years of experience in program management, business development, and operations. As Director of Construction, Pacific Islands, he specializes in optimizing resources, streamlining processes, and ensuring the successful delivery of complex projects.

His expertise spans federal and commercial construction, including facility maintenance, water infrastructure, and specialized government contracts. He has managed multimillion-dollar projects for agencies such as USACE, NAVFAC, FEMA, and NOAA, ensuring on-time, on-budget execution with a focus on quality and safety.

Before joining Ahtna, John held senior leadership roles in construction and government services, driving business growth and operational efficiency. His background in business management and construction allows him to lead high-performing teams effectively.

John holds a B.S. in Business Management from California State University, Northridge, and an A.A. in Business Administration from Ventura College. He also has certifications in Construction Management and Organizational Leadership from the University of Southern California. His military training, including Airborne, Ranger, and Air Assault qualifications, reinforces his disciplined approach to leadership and problem-solving.

Maggie Huffer is the Director of Proposal Development and Marketing for Ahtna Diversified Holdings, LLC subsidiaries, bringing 24 years of experience in proposal management. In this role, she leads the Proposal and BD/Marketing teams, overseeing post-RFP activities and driving efforts to ensure team collaboration, maintain high-quality standards, and secure federal contracts.

Maggie has successfully managed proposals ranging from $100,000 single-award contracts to $1 billion multiple-award contracts for the Department of Defense and other federal clients. Her expertise spans vertical and civil construction, environmental remediation, engineering, range sustainment, fuels services, and demolition.

At Ahtna, Maggie leads strategic proposal and marketing initiatives, enhances operational efficiencies, and aligns business development strategies with corporate objectives. Her leadership in proposal management has played a key role in helping managers secure new clients and contracts, directly contributing to Ahtna’s growth and success.

John is an executive leader with more than 35 years of experience in business management, environmental remediation, construction, engineering design, and consulting. He has been managing profit centers since 2009, with annual revenues of up to $56M, and has managed more than $500M in career project work. He has been managing federal program operations for the last 19 years, including competitive and direct award contracts for HTRW and disaster rapid response, environmental remediation, construction, security, design-build, and consulting services. He has more than 16 years of field construction experience. John is a registered Professional Engineer (Civil), Project Management Professional, and a Contractor License Qualifying Party up to 4 stories in the City and County of Denver.  

Ms. Brand is a highly experienced manager with 17 years of contracts, financial, cost control, compliance, and business management experience specializing in 8(a)-certified business operations and strategy. She currently serves as the Director of Business for all of ADH’s subsidiaries. In this role, she oversees all financial activities and ensures the business is in a healthy fiscal position for years to come through forecasting and margin analysis, budget management, and oversight of accounting and financial operations. Ms. Brand earned both an MBA and a BS in Accounting from the University of Alaska Anchorage.

Since joining Ahtna in 2015, Karen with 30 years of contract administration experience, manages all procurement activities for our ADH’s subsidiaries’ with more than 300 active construction, environmental, technology, and professional service projects. This includes management of more than 500 subcontractors (and thousands of vendors), for all of our corporate and field office locations. Karen has advanced knowledge of FARs, and DFARs as well as local and state contract laws to keep us compliant.  She’s a master at managing contracts and projects including all pre- and post-award contracting, and team coordination with all affected activities to keep projects moving and profitable.

Kevin is Ahtna Diversified Holding’s Vice President of Operations based in Anchorage, where he participates in strategic planning and oversees the operational needs of the company. Prior to his current role, Kevin served as Corporate Counsel for the parent company, Ahtna, Inc. Kevin has an extensive background in corporate compliance matters, issues related to federal procurement, mergers and acquisitions, SBA compliance and joint venture partnerships. Kevin is a former trial lawyer and spent six years as an Assistant District Attorney for the state of Alaska. Prior to becoming an attorney, Kevin managed large retail sales operations for Lithia Motors, a Fortune 500 company and the third-largest automotive dealer in the United States, with over $20 billion in revenue and 21,000 employees.

Pat Harris is a licensed geologist with a wide spectrum of technical, management and business development accomplishments. With more than 30 years of experience, Pat is skilled in uniting diverse agendas to a common goal and managing strategic and operational drivers to deliver consistent revenue growth. Pat has developed and managed programs in the construction, engineering, environmental, and geospatial markets. He earned a BS degree in Geology and MBA in Business Administration from the University of Alabama.

Doug Henry has more than 35 years of industry experience focused on highly technical (design/build and deployment), training/simulation, services, construction, and infrastructure programs primarily in the Government market. As Ahtna’s VP of International and Special Programs and US Marine Corps veteran, Doug leverages his significant experience in successful international business dealings with Government, military and commercial customers/vendors in Europe, Asia, the Middle East, and Africa. Over his career, he has built cradle to grave programs and captured business contracts exceeding $1 billion dollars.

Kelly is a well-versed business manager based out of the Pleasant Hill, CA office. She has more than 12 years of experience in finance and business management, contract administration, acquisition management, and project controls for both federal and private contracts. Kelly has more than 10 years of project management experience for federal/DoD and commercial environmental contracts and is currently responsible for direct overall business operations for multiple projects totaling over a million dollars.

Bernie is a licensed engineering geologist and hydrogeologist based out of the Renton, WA office. He has more than 25 years of experience in federal IDIQ/MATOC construction, professional services, and environmental contracts. His construction experience includes civil construction, building renovation/construction (including tenant improvements), and design/build projects. Bernie truly shines when coordinating complex project teams composed of engineers, architects, scientists, planners, and construction superintendents, on multi-million dollar and multi-year projects.

With his affable nature, Bernie has built strong working relationships with his clients and regularly receives commendations and letters of recommendation for the work his team performs.
