USACE FUDS Fort Rousseau Removal Action

Ahtna successfully prepared a work plan, Quality Assurance Project Plan (QAPP), Accident Prevention Plan (APP)/Site Safety Health Plan (APP/SSHP), Environmental Protection Plan (EPP), site accessibility/trail protection plan, Contractor Quality Control (CQC) plan, and Waste Management Plan (WMP) per 18 AAC 75, ADEC guidance, and DoD QSM. Approximately 5,285 tons of nonhazardous and 935 tons of RCRA and TSCA hazardous contaminated soil and debris were excavated from six source locations, containerized, and transported offsite for disposal in accordance with the approved work plan. Ahtna upgraded portions of the Fort Rousseau Causeway State Historical Park road/trail system damaged by 80 years of wind and waves through clearing and grubbing, debris removal, repositioning of large boulders, and replacement of roadbed material to allow for heavy equipment access to excavation areas on adjacent islands. Beach landing areas were also upgraded as needed. A portion of this project involved excavation of a significant volume of contaminated media and removal of debris (including asbestos) from a former landfill at the ocean’s edge to an elevation below high tide. Ahtna constructed a temporary dike between the ocean and the landfill to control erosion using a 10-mil liner and approximately 300 1-cubic-yard soil bags filled with 2-inch minus gravel along with a silt fence and sorbent boom. The excavation was performed in lifts, with each lift scheduled to coincide with predicted low tide levels. Upon conclusion of the project, sites and sample locations were surveyed in accordance with the work plan and MED requirements. All sites were restored as dictated in the approved work plan. Trails and beach landing areas were restored to better than their pre-project condition following project completion. Ahtna prepared a Remedial Action Report as part of our scope of work and included all MED required documents including analytical staged electronic data deliverables (SEDDs) and survey reports.

The objective of this SOW is to implement the remedy for Fort Rousseau Formerly Used Defense Site (FUDS) property number F10AK0350, project 04, as detailed in the Final Decision Document for the Hazardous, Toxic, and Radioactive Waste (HTRW) project under CERCLA. The general objectives include the excavation, transportation, and off-site disposal of contaminated soil from Nevski, Reshimosti, Sasedni, and Makhnati Islands; and, the excavation, transportation, and off-site disposal of contaminated soil and debris from a former landfill on Virublennoi Island.

Modification #01 deobligated $150,840 from option tasks not used for a total contract value of $3,817,067.
